Mike Talbot is the Head of HR at the London Borough of Hillingdon, having previously held roles in OD and Workforce Development within the council. Previous to his transition to local government Mike lead the HR function at both Bristol and Wembley IKEA having started his managerial career in Customer Services. Mike is married to a social work director which he claims maintains his focus on pragmatic HR solutions that really work for the business and residents. Mike studied OD at Roffey Park and values high-quality professional training, a passion which has helped drive Hillingdon’s ambitious apprenticeship programme.

  • Exploring the 3-year long term apprenticeship strategy which identifies which Apprenticeship Standards are appropriate for each service, for example, the new Social Worker Standard and working with the local university to agree on a scheme
  • Outlining the key outcomes of the scheme including 130+ apprenticeship starts and £300,000 savings through job redesign of vacancies to apprenticeships
  • Analysing the main barriers that the council have faced in rolling out the programme including procurement processes and management ‘nervousness’ of employing apprentices
  • Addressing key success factors for other councils looking to implement such a scheme including gaining top-level buy-in, demonstrating positives to managers, using job redesign to produce apprenticeship roles and scrutinising every vacancy against current Apprenticeship Standards
